Is it capable of merging 2 IFC files from Navisworks, to create a new aggregated model? Unfortunantly the only way to get an intelligent .ifc from Plant3D is exporting to Navis and then using a third party tool from Codemill Oy to generate an .ifc file from the Navis model.
